ACA Measurement and Utility in isolved
Through isolved, we can establish ACA Policy and Measurement Periods to work in tandem with existing Employee and Benefit Data. This configuration provides accurate employee status tracking and updates for benefit administration, as well as the opportunity of several ACA related reporting options.
When measurement policies are in place, isolved automates the process of identifying employees who have completed a measurement period and changed ACA status. This could be a status change from ACA Variable to ACA Full Time, or a move from ACA Full Time back to ACA Variable. The system bases this automation on existing employee data, and average hours worked during the established measurement period.
Establishing ACA Measurement Policies:
For an Applicable Large Employer, isolved can track Administrative, Measurement, and Stability Periods to measure an employee’s hours and determine any changes in Part-Time and Full-Time statuses.
To establish these ACA Periods and begin tracking for your employees, we’ll need the following accurate data to exist in isolved:
Client Level Details:
- Is the Employer classified as an Applicable Large Employer, is the Employer a member of the Aggregate ALE Group?
- Does the Employer meet either of the Certifications of Eligibility?
- Are there already ACA Measurement Policies in place?
Employee Record Data:
- Accurate Hire and Termination Dates
- Up to Date Employment Categorization ( ACA FT or PT )
- Up to Date Employment Status ( Active or Terminated )
- Active Medical Benefit Enrollments - Adding a Benefit Plan to an Employee Record
- Up to Date Employee Contacts - Adding Dependents & Beneficiaries to Employee Benefit Plans
Benefit Plan Details:
- Lowest cost premiums on applicable Benefit Plans for Employee Only Coverage
- Established Probation Periods and Termination Rules on applicable Benefit Plans
- Eligibility Rules
- Salary or Hourly Rates for Safe Harbor calculations
- Do applicable plans offer Minimum Value?
- Do applicable plans offer Minimum Essential Coverage?
- Do applicable plans offer Conditional Spouse Coverage?
- Are applicable plans Self Insured or Fully Insured?
- What levels of coverage do these plans provide?

How do Measurement Periods work in isolved?
Each time payroll is processed, isolved looks to see if anyone completed a Measurement Period during the Pay Period that is being processed.
The Measurement Period calculation is triggered during Payroll Processing. The timing of the Pay Period directly impacts which Measurement periods are reviewed, and any Change in Status will only be reflected in the system once a payroll is run. Should a Measurement Period end date land on the same day as a Payroll Period end date, then that Measurement Period will be processed on the following processed payroll.
Example: The clients’ Measurement Period ends 6/30 and rolls into a 1-month Administrative period starting on 7/1. The Payroll Period also ends on 6/30. In that case, the employees’ Measurement Period will not be processed yet as the Administrative Period won’t be starting until the following Pay Period.
Once the new Pay Period is Processed, the Employment Category change will take effect on the appropriate employees. This is reflected on the Employees Record through a Life Event titled “ACA Employment Category Change.”
ACA Measurement & Look-Back Reporting:
isolved offers several ACA reporting options. ACA Measurement Reporting is based on Period Begin Date. Applicable hours in payroll will be included in the current report if the Pay Period Begin Date ( “From” Date ) is greater than the Measurement Period Start Date, and the Pay Period End Date ( “To” Date ) is less than or equal to the Measurement Period End Date.
ACA Look-Back Change in Status Report – A PDF report available for each processed payroll. This report details any employees in a Measurement Period who have an update to their ACA Status during that Payroll Period.
ACA Benefit Eligibility Dashboard - Found under Employee Admin Tools >> Employee Utilities >> Benefit Evaluation, this dashboard captures benefit eligibility gain or loss through ACA Status changes. This utility provides a date-range view, as opposed to the ‘per payroll’ view seen with the ACA Look-Back Report.
ACA Executive Dashboard – A date-range demographic breakdown of ACA Eligibility, Period Status, Employee Enrollment that can be filtered by company, pay group, organization categories and values.
